Ecuador is a Global Climate Leader
Innovative Finance US$ 1.1 Billion
Ecuador´s commitment to innovative finance for nature protection, biodiversity conservation and climate action has reached a remarkable milestone. The country carried out the largest debt for nature swap which resulted in $1.1 billion savings of debt payment and generate additional $450 million to be allocated for eligible sustainable development projects in the Galapagos Islands.
During the last few years, as another example of its Policy and Diplomacy of Ecological Transition, Ecuador increased its national maritime and land territory under conservation mechanisms from 19% to 26%, with the aim of contributing to the global 30x30 target of the Global Biodiversity Framework. The number of protected areas also increased from 61 to 77, and the number of water protection areas from 8 to 27.

Marine Reserves 60.000 KM2
The establishment of the 60,000 km2 “Hermandad” Marine Reserve in the Galapagos Exclusive Economic Zone is one of the most important achievements. This unique reserve announced at the UNFCCC COP26, plays a vital role in preserving critical oceanic ecosystems, since it establishes a corridor that connects with the EEZ of Costa Rica, safeguarding natural migratory routes, and feeding spaces for several endangered marine species. The additional and predictable resources of the Galapagos Life Fund, generated through the debt for nature swap, will support the implementation of the management plan of the “Hermandad” Reserve and the conservation of Galapagos as a whole, UNESCO World Heritage Site and living lab of the evolution of species.
Ecuador is the first country in the region to have adopted the Ecological Transition as a cornerstone of its national public policy, promoting sustainable development models of production and consumption that allow a transition to a low-carbon, circular and pollution free economy that is also resilient to the impacts of climate change. In 2021, Ecuador launched the Ecuador Zero Carbon Programme, which has engaged since then, more than 350 companies in climate action. In 2023, Ecuador also launched its first carbon offsetting scheme, which includes integrity standards so that national and international companies can offset their emissions in the country.

Ecological Transition 0 % Tax
Ecuador is a leader in the fight against plastic pollution and marine litter, at all levels. The country has taken several decisive measures, by signing agreements with 46 Subnational Governments to promote circular economy and recycling, adopting laws on Single Use Plastics and Circular Economy, elaborating regional and national action plans on plastic pollution, and assuming the Chairmanship of the negotiation process of a legally binding instrument on plastic pollution. In a parallel effort, tariffs and taxes were eliminated for electric and hybrid vehicles, solar panels, and wastewater treatment plants. Additionally, new tax incentives were created to encourage the funding of initiatives aiming at pollution prevention, tackling climate change and biodiversity conservation.
About As Ecuador's official negotiating party to the United Nations Framework Convention on Climate Change (UNFCCC), the Ministry of Environment, Water and Ecological Transition has access to the organization of the official Ecuadorian pavilion in the negotiating area (blue) of COP28. Through a multi-level collaboration agreement with the CC35 Capital Cities Secretariat for COP28 and COP29, the goal was established to build a pavilion that can be the platform for all the voices of the planet to reach COP30 in Belem with the participation of multiple actors. Ecuador's clear leadership in climate and biodiversity allows it to become the host of the COP30 in Belem. The pavilion is located in the blue zone and brings together leading Ecuadorian companies from the energy, financial, industrial and other sectors. NGOs and representatives of indigenous communities will have their space. Decision-makers and key opinion leaders from around the world can foster new partnerships and engage in dialogue around public-private climate action to accelerate the ecological transition. We will inform you about the practicalities, Ecuadorian policy work and opportunities to interact with companies, authorities, organizations and journalists who will be participating or are interested in COP28.
Important Information Time: The UAE will host the 28th session of the Conference of the Parties (COP28) to the UNFCCC (United Nations Framework Convention on Climate Change) from November 30, 2023 to December 12, 2023. The One-Planet Pavilion: The Ecuadorian pavilion will be located in the blue zone. Companies, Local Governments, NGOs and Ecuadorian Authorities will be present in the pavilion, organize events and interact with international partners. The COP28 Presidency has provided a draft high-level thematic program: COP28 UAE. The high-level days will be from 1 to 2 December. The official day of rest will be December 7. Chair: The position of COP28 Chair will be held by Sultan al-Jaber, UAE Minister of Industry and Advanced Technology. Participation: COP28 will be a global event attended by more than 80,000 delegates, including 140 Heads of State and Government, and more than 5,000 media professionals Venue and accommodation: Dubai Expo City will host COP28. Accreditations: Accreditation is only available to national government officials, local government officials, high-ranking officials of companies or organizations acting as sponsors and special guests.
